After accepting the quest. Head west towards the Togas Rock Road entrance. Go inside. you are looking for Hell Conductors. Vampire looking guys with blonde hair, pointy ears, blue skin, red coat, you should see a couple soon as you enter inside. Slay them until you get what you need, then return to the Quest NPC for your reward.
