Speak to the armored NPC inside the Cabin at F-6 in Budley Rock Zone who will indicate you need to defeat 1 Stoneman and 1 Zombie Dragon each.

Stoneman are Silver golems. Budley Rock Zone in the southwest portion during the Day only.

Skeletal Dragons can be found at: Becon valley, Cursed Land, Goble West, Zaghban Hills. Dragon Zombie. Throne of Champions.

Kill one of each,

Mob 1, Zombie Dragon.
